WEB ACCESSIBILITY OF SMALL ROMANIAN MUNICIPALITIES

Abstract. In the context of recent European regulations, the web accessibility of the public sector is a critical problem. In this respect, municipal websites should meet the requirements of web content accessibility guidelines (WCAG) by 2025. A recent study analyzed the first hundred Romanian municipalities, ordered by population, and found that most of them fail to meet WCAG requirements. Although a survey of literature shows many studies regarding the web accessibility of municipal websites, most of them are targeting the largest municipalities from a country. This paper reports an accessibility evaluation targeting the websites of the smallest 100 Romanian municipalities. The evaluation used two accessibility checking tools: Total Validator and Wave. The results indicate low web accessibility, with over 90% of websites failing to comply with the lowest WCAG accessibility level. A comparison with previous data shows several differences between large and small municipal websites. The findings also suggest that clear national regulations should be issued to meet the requirements of European accessibility directives.
